Constructs InterestRateObjectMatrixOperator using its existing defaults and editable controls. Zero-argument command; parameters belong to the returned model, not this function call. Existing data access, initialization and evaluation behavior is preserved. Availability depends on the installed model, local files, market data and runtime. Model assumptions and output are defined by that implementation.
